WELLSTON SPLASHPAD AND MAJESTIC BUFFALO PROJECT
PUBLIC NOTICE
The Town of Wellston invites competitive bids from experienced, licensed, and certified construction companies, splash pad vendors, and artisans to provide services for the Town of Wellston to complete the construction on the Wellston Route 66 Splashpad and Majestic Buffalo community park, funded by the Oklahoma Route 66 Revitalization Grant.
Submission Details:
Sealed bids must be submitted to the Wellston Grant Administrator/Project Manager no later than 5:00 PM (CST) on Monday,March 10, 2025. Late submissions will not be accepted. Complete competitive bid specifications can be accessed online at https://fivetoolmanagement.com/wellston-competitive-bid
Bid Evaluation Process:
On Tuesday, March 11, 2025, the Wellston Grant Administrator/Project Manager will compile the submitted bids by category for review by the Wellston Project Management Team. The team will assess bids based on several factors, including experience, cost to completion, and accuracy, as outlined in the bid packet. While cost is a consideration, the team is not obligated to select the lowest bid, and the project management team will focus on the best bid. The Wellston Project Management Team’s recommendations will be presented to the Wellston Board Members for discussion and approval during the
Wellston Board Meeting on Thursday, March 13, 2025.
Project Information:
The Wellston Splashpad and Majestic Buffalo project is a collaborative effort to enhance the Town of Wellston along Oklahoma Route 66. Bids must reflect thorough and accurate planning, as the project budget is fixed and does not allow for change orders. The selected contractor(s) must adhere to the specified deadlines and meet the highest standards for quality and professionalism.
Specific Contractors Needed:
Construction—Design and installation of the walking path, including installation of the Storybook display cases; design and construction of the trading post, which includes the public bathrooms; and pavilion. Electrical, plumbing, and exterior fencing are not included in construction.
Splash Pad – Design and installation of commercial splash pad.
Artisans – Design and installation of a majestic buffalo.

The Town of Wellston has been awarded the Oklahoma Route 66 Revitalization Grant Program. It is important to the Town of Wellston, Wellston Board members, and the Project management Team that recognition is made that this project is made possible by the Oklahoma Department of Commerce, the Oklahoma Route 66 Revitalization Grant, and the Oklahoma Route 66 Revitalization Commissioners.
State Guidance:
Oklahoma Route 66 Commission Title 623. Chapter 10.
Authority:
The legislation establishing the Oklahoma Route 66 Commission; 74 O.S. §§ 5001 et seq.;
68 O.S. § 2357.105, 69 O.S., § 4041 (C).
Procurement of goods and services and the management and disposition of personal property acquired with contract funds shall be governed by the principles of the Oklahoma Central Purchasing Act, 74 O.S. 85.1, et seq., and ODOC policy. All project budget items over $25,000.01 will be included in the competitive bid process.
Competitive Bid Process:
Step 1 - Learn more about the Wellston Splashpad and Majestic Buffalo Project.
Step 2 - Download the Competitive Bid Packet.
Step 3 - Complete the Competitive Bid Packet.
Step 4 - Upload Attachments.
Step 5 - Confirm Competitive Bid is accurate and complete.
Step 6 - Submit Competitive Bid prior to the deadline.
Bid bonds are not required for this competitive bid.
Performance Bonds will be required if selected as an approved vendor for the project.
At the conclusion of the competitive bid process, a construction meeting will be held to go over all of the details and expectations of the project.
Payments are approved through the ODOC Grant Administration procurement process.
Vendors should expect approximately 45 days for payments based on date of completion and submission of final invoice.
All quotes provided during the competitive bid should be considered official price quotes.
There are no additional funds for this project.
Change Orders should not be assumed or a strategic plan for any vendor submitting a competitive bid and official price quote.
