Thank you to all of the fitness equipment vendors who have submitted their competitive bid application.
After the Competitive Bid Closes, the grant administrator will present the bids to the public at Stroud City Hall on Tuesday, November 11, 2025, at 4:00pm. The Stroud Fitness Committee will evaluated the bids and make their recommendation to the Stroud City Council.
The Stroud City Council will award the fitness equipment bid at the November 13, 2025, Stroud City Council Meeting.
Reminder: The funding for this project is based on being awarded the TSET Built Environment Grant.

The City of Stroud is applying for the TSET Built Environment Grant, seeking funding for new fitness equipment at the Stroud Fitness Center. This competitive bid is issued to solicit detailed proposals, including renderings, price quotes, proposed fitness equipment, and fitness equipment specifications, to support the grant application and enable selection of a preferred vendor. Any vendor selection and contract award resulting from this competitive bid is contingent upon the City receiving the grant funds. No work will commence, and no financial obligations will be incurred, until the grant is awarded and funds are available. If the grant is not awarded, the City will have no obligation to any proposers.

Authority:
The legislation establishing the Oklahoma Route 66 Commission; 74 O.S. §§ 5001 et seq.;
68 O.S. § 2357.105, 69 O.S., § 4041 (C).
Procurement of goods and services and the management and disposition of personal property acquired with contract funds shall be governed by the principles of the Oklahoma Central Purchasing Act, 74 O.S. 85.1, et seq., and ODOC policy. All project budget items over $25,000.01 will be included in the competitive bid process.
Competitive Bid Process:
Step 1 - Attend the Pre-Bid Conference on Thursday, October 23 at 1:30 PM at the Stroud Senior Citizens Center (Optional).
Step 2 - Prepare your proposed fitness equipment inventory, fitness equipment specifications, price quote, and renderings.
Step 3 - Complete the Competitive Bid Application.
Step 4 - Upload Attachments (Fitness Equipment Inventory, Price Quotes, Fitness Equipment Specificatons, and Renderings).
Step 5 - Confirm the Competitive Bid is accurate and complete.
Step 6 - Submit Competitive Bid prior to the deadline.

Submission Details:
Online electronically-sealed bids must be submitted to the Stroud Grant Administrator/Project Manager no later than 5:00 PM (CST) on Monday, November 10, 2025, through the online application process. Late submissions will not be accepted.

There is no additional funding for this project; therefore, change orders should not be a part of a competitive proposal strategy.
The Stroud City Council is not seeking the lowest bid. Instead, they are looking for the best bid to ensure that the project proudly represents the City of Stroud through providing the fitness equipment necessary to help improve the overall fitness of its community and members.
A Performance Bond is NOT required for this project. Instead, the project will be governed by the Oklahoma Department of Commerce procurement process.
Important! If the required attachments are not included with your competitive proposal, your competitive proposal will be considered incomplete and will not be considered.
