Competitive Bid Has Closed

Thank you to all neon sign vendors who have submitted their competitive bid application.


After the Competitive Bid Closes, the Grant Administrator will create a tally sheet to be included in the Erick City Council August packets.


The Erick City Council will award the neon sign bid at the August 12, 2025, Erick City Council Meeting.

The City of Erick has been awarded funding through the Oklahoma Route 66 Revitalization Grant Program. The City of Erick, its City Council members, and the owners of the West Winds Motel would like to acknowledge that this project is made possible by the Oklahoma Department of Commerce, the Oklahoma Route 66 Revitalization Grant, and the Oklahoma Route 66 Revitalization Commissioners.


State Guidance:

Oklahoma Route 66 Commission Title 623. Chapter 10.

Authority:

The legislation establishing the Oklahoma Route 66 Commission; 74 O.S. §§ 5001 et seq.;

68 O.S. § 2357.105, 69 O.S., § 4041 (C).


Procurement of goods and services and the management and disposition of personal property acquired with contract funds shall be governed by the principles of the Oklahoma Central Purchasing Act, 74 O.S. 85.1, et seq., and ODOC policy. All project budget items over $25,000.01 will be included in the competitive bid process.


Competitive Bid Process:

Step 1 - Review the historic pictures or complete a site visit of the West Winds Motel Neon Sign to determine a restoration plan.

Step 2 - Prepare your Neon Sign (Detailed) Rendering and (Detailed) Price Quote.

Step 3 - Complete the Competitive Bid Application.

Step 4 - Upload Attachments (Neon Sign Rendering and Price Quote).

Step 5 - Confirm the Competitive Bid is accurate and complete.

Step 6 - Submit Competitive Bid prior to the deadline.

PUBLIC NOTICE

The City of Erick invites neon sign vendors to participate in the restoration of the West Winds Neon sign project, funded by the Oklahoma Route 66 Revitalization Grant.


Submission Details:
Online electronically-sealed bids must be submitted to the Erick Grant Administrator/Project Manager no later than 5:00 PM (CST) on Wednesday, August 6, 2025, through the online application process. Late submissions will not be accepted.

Payment Structure (Must be approved by the Erick City Council and follow the ODOC Procurement process)


There is no additional funding for this project; therefore, change orders should not be a part of a competitive proposal strategy.

The Erick City Council is not seeking the lowest bid. Instead, they are looking for the best bid to ensure that the project proudly represents the City of Erick through the timely and accurate completion of the West Winds Motel Neon Sign renovation.


A Performance Bond is NOT required for this project. Instead, the project will be governed by the Oklahoma Department of Commerce procurement process. The Neon Sign vendor will be paid 100% for the service rendered at the time of completion.

Important! If the required attachments are not included with your competitive proposal, your competitive proposal will be considered incomplete and will not be considered.


Project Details:
The following project details have been established to ensure the overall success of the project. 

1 - The West Winds Motel Neon Sign will be removed for renovation.

2 - The renovated West Winds Motel Neon Sign will be installed at a new location on the property (away from the current power pole).

3 - The Project Manager will coordinate Okie 811 Dig Requests with the City of Erick.

4 - Electrical work will be completed by the current City of Erick's electrician (do not include in your neon sign quote).

5 - If the neon sign cannot be renovated, please identify on the Neon Sign Rendering that the application submission is a replication and not a renovation.

6 - Please identify on your Rendering and Price Quote if you are including rebuilding the brick structure around the current neon sign.

7 - Rendering should provide all of the specific details in regard to the West Winds Neon Sign:

          Rendering Scale with clearly labelled Size and Dimensions

          Sign and Pole Colors should be clearly labelled

          Day Views, Night Views, Front View, Side View, and Back View

          Animation

8 - IMPORTANT: The bottom of the neon sign should be a minimum of 8 feet. Raising the neon sign for safety and security reasons.
