After the Competitive Bid Closes, renderings will be displayed at the Wellston City Hall before the August 2025 Town Board Meeting.

Town of Wellston - Project Guidelines

 Competitive Proposal Deadline Extended: Sunday, September 7, 2025, at Midnight (CST)


  The Town of Wellston has been awarded the Oklahoma Route 66 Revitalization Grant Program. It is important to the Town of Wellston, Wellston Board members, and the Project Management Team that recognition is made that this project is made possible by the Oklahoma Department of Commerce, the Oklahoma Route 66 Revitalization Grant, and the Oklahoma Route 66 Revitalization Commissioners.  


State Guidance:

Oklahoma Route 66 Commission Title 623. Chapter 10.

Authority:

The legislation establishing the Oklahoma Route 66 Commission; 74 O.S. §§ 5001 et seq.;

68 O.S. § 2357.105, 69 O.S., § 4041 (C).


Procurement of goods and services and the management and disposition of personal property acquired with contract funds shall be governed by the principles of the Oklahoma Central Purchasing Act, 74 O.S. 85.1, et seq., and ODOC policy. All project budget items over $25,000.01 will be included in the competitive bid process.


Competitive Bid Process:

Step 1 - Learn more about the Wellston Splashpad and Majestic Buffalo Project.

Step 2 - Prepare your Artistic Rendering and Price Quote.

Step 3 - Complete the Competitive Application (one per submission).

Step 4 - Upload Attachments (Rendering and Price Quote).

Step 5 - Confirm the Competitive Proposal is accurate and complete.

Step 6 - Submit Competitive Proposal prior to the deadline.


Competitive Proposal - Artisian Vendor

PROPOSAL NO. SPLASH-RT66-004-ARTIST

Deadline Extended: Sunday, September 7, Midnight (CST)

 

PUBLIC NOTICE

The Town of Wellston invites artists to participate in the Town of Wellston's Route 66 Splashpad and Majestic Buffalo tourist park, funded by the Oklahoma Route 66 Revitalization Grant.


Submission Details:
Online electronically-sealed proposals must be submitted to the Wellston Grant Administrator/Project Manager no later than Midnight (CST) on Sunday, September 7, 2025, through the online application process in order for them to be considered by the Wellston Town Board. 


Options: Artists can submit one or multiple applications. However, only one proposal and price quote can be included in each application. The following is the "blank" canvas the Town of Wellston is needing an artist to design, create, and complete.


Park Restrooms

The park restrooms are being made out of 9' 6" x 40' metal shipping container. We are looking for the perfect artistic design to be painted on the front of the shipping container. This proposal should include:

1 - Clear identification of the girls' bathroom

2 - Clear identification of the boys' bathroom

3 - Clear identification of the family bathroom

4 - A design sized for a 9' 6" x 40' metal canvas


Route 66b or Hayes Dr.

The park's mechanical room is being made out of 9' 6" x 40' metal shipping container. We are looking for the perfect artistic design to be painted on the front of the shipping container that will face Route 66b or Hayes Dr. This proposal should include:

1 - Welcoming Route 66 travelers to Wellston

2 - Welcoming Route 66 travelers to the Wellston Rt. 66 Majestic Buffalo and Splash Pad

3 - A design sized for a 9' 6" x 40' metal canvas


Hayes Dr. Parking Lot

We are looking for the perfect artistic design to be painted on the side of the Restrooms and Mechanical Room shipping containers that will face the Hayes Dr. Parking Lot. This proposal should include:

1 - Inclusion of Town of Wellston's history

2 - A design sized for 9' 6" x 16' metal canvas


Wellston Rt. 66 Majestic Buffalo and Splash Pad Walking Path

We are looking for the perfect artistic design to be painted on the side of the Restrooms and Mechanical Room shipping containers that will face the Majestic Buffalo and Walking Path. This proposal should include:

1 - Open for interpretation 

2 - A design sized for 9' 6" x 16' metal canvas


Competitive Proposal Documents:
Artist Proposal Application (one per submission)

Artist Renderings (Diagrams and/or Visual Images)

Detailed Price Quote

Payment Structure (Must be approved by the Board and follow the Procurement process)

Measurements and Specifications of the Proposed Artwork (Exact Height, Length)


There is no additional funding for this project, therefore, change orders should not be a part of a competitive proposal strategy.

The Wellston Board is not looking for the lowest bid, however, the price quote will be a factor. The Wellston Board is looking for the best overall artistic proposal to ensure this project proudly represents the Town of Wellston and the Wellston Route 66 Magestic Buffalo and Splash Pad Park!


A Performance Bond is NOT required for this portion of the project.

Important! If the required attachments are not included with your competitive proposal, your competitive proposal will be considered incomplete and will not be considered.


The Town of Wellston will accept multiple proposals from the same artisan through separate applications.
