City of Stroud - Neon Sign Project

The City of Stroud has been awarded the Oklahoma Route 66 Revitalization Grant Program. It is important to the City of Stroud, Stroud City Council, and the Stroud Neon Signs Committee that recognition is made that this project is made possible by the Oklahoma Department of Commerce, the Oklahoma Route 66 Revitalization Grant, and the Oklahoma Route 66 Revitalization Commissioners.

Authority:

The legislation establishing the Oklahoma Route 66 Commission; 74 O.S. §§ 5001 et seq.;

68 O.S. § 2357.105, 69 O.S., § 4041 (C).

Procurement of goods and services and the management and disposition of personal property acquired with contract funds shall be governed by the principles of the Oklahoma Central Purchasing Act, 74 O.S. 85.1, et seq., and ODOC policy. All project budget items over $25,000.01 will be included in the competitive bid process.

The Stroud Neon Signs Project is funded by the Oklahoma Route 66 Revitalization Grant. Invoices are paid in full once the Stroud City Manager, Stroud Code Enforcement Officer, and the Stroud Grant Administrator/Project Manager have signed off on the work completed. Once the funds are requested from the Oklahoma Department of Commerce, the Stroud City Council must approve the final (full) invoice payment. Therefore, neon sign vendors who submit a competitive bid will need to be able to finance the manufacturing and installation before being paid the final approved invoice.

Scenario 1

Provide a sample price quote for the following:

The business owner would like a 3 ft round neon sign, double-sided, bracket-mounted neon sign.

This sign will need two timers—one for the neon sign and one specifically for the "open." This will allow the "open" to be displayed separately from the rest of the neon sign.

The business owner would like a 4 ft x 6 ft single-sided, wall-mount neon sign.

This sign will need a "chaser" for the pink and blue neon trim.

The business owner would like a 8 ft x 5 ft double-sided, pole mount neon sign.

This sign will be animated with the fire, tornado, and lightening to flash or display while the home, auto, business, and life roll down the list one at a time.

Prepare your price quotes based on the three scenarios provided. Please include manufactured warranties with your competitive bid quotes.

A Performance Bond is required with this project.

Upload your Capabilities Statement. Please include in your Capabilities Statement only relevant experience with Neon Signs. This project does not include Digital Signs, LED Signs, or Polyarmour Signs. Please include a sample of your work in the Capabilities Statement.

Important! If the required attachments are not included with your competitive bid, your competitive bid will be considered incomplete and will not be considered. Please take the time to review your application, capabilities statement, and sample price quotes to ensure they are accurate and complete.

The City of Stroud will be installing approximately 49 neon signs as a part of the Stroud Neon Signs Project funded by the Oklahoma Route 66 Revitalization Grant. Therefore, all competitive bids should be thorough and accurate.

There is no additional funding for this project, therefore, change orders should not be a part of a competitive bid strategy. The Stroud Neon Signs Committee will be selecting between four to six neon sign companies and between two to four electricians who are committed to the highest standards and latest technology to bring this project to completion by specific deadlines and budget.

Due to the vital collaboration between the neon sign vendor and the electrician, we are providing an opportunity for neon sign vendors to identify the electricians they would like to be partnered with if selected.

The Stroud Neon Signs Committee is not looking for the lowest bid, instead the committee will make recommendations to the Stroud City Council based on a variety of factors provided in the bid packet – experience, cost to completion, and accuracy.
