NOTICE IS HEREBY GIVEN that the City of Stroud is requesting for competitive bids from experienced, licensed, and certified neon sign companies and electricians. Sealed bids will be received, for the City of Stroud, by the Stroud Grant Administrator/Project Manager, until 11:59:59pm (CST) on Monday, December 9, 2024. Bids will not be accepted after 11:59:59pm (CST). Any bids received after 11:59:59pm (CST) will not be considered. Anyone interested in participating in the project can locate the competitive bid specifications online.
On Tuesday, December 10, 2024, the Stroud Grant Administrator/Project Manager will organize the competitive bids for the Stroud Neon Signs Committee. The Stroud Neon Signs Committee will be presented the competitive bids for review, discussion, and recommendation. The Stroud Neon Signs Committee is not looking for the lowest bid, instead the committee will make recommendations to the Stroud City Council based on a variety of factors provided in the bid packet – experience, cost to completion, and accuracy.
The Stroud Grant Administrator/Project Manager will organize and present to the Stroud City Council the Stroud Neon Signs Committee recommendations at the Thursday, December 12, 2024, Stroud City Council Meeting.
The City of Stroud will be installing approximately 49 neon signs as a part of the Stroud Neon Signs Project funded by the Oklahoma Route 66 Revitalization Grant. Therefore, all competitive bids should be thorough and accurate. There is no additional funding for this project, therefore, change orders should not be a part of a competitive bid strategy. The Stroud Neon Signs Committee will be selecting between four to six neon sign companies and between two to four electricians who are committed to the highest standards and latest technology to bring this project to completion by specific deadlines and budget.
It is important to note that the Stroud Neon Signs Project has been and is expected to be a collaborative community effort to bring quality neon signs to Oklahoma Route 66 in the city of Stroud. The City of Stroud has been awarded the Oklahoma Route 66 Revitalization Grant Program. It is important to the City of Stroud, Stroud City Council, and the Stroud Neon Signs Committee that recognition is made that this project is made possible by the Oklahoma Department of Commerce, the Oklahoma Route 66 Revitalization Grant, and the Oklahoma Route 66 Revitalization Commissioners.

Authority:
The legislation establishing the Oklahoma Route 66 Commission; 74 O.S. §§ 5001 et seq.;
68 O.S. § 2357.105, 69 O.S., § 4041 (C).
Procurement of goods and services and the management and disposition of personal property acquired with contract funds shall be governed by the principles of the Oklahoma Central Purchasing Act, 74 O.S. 85.1, et seq., and ODOC policy. All project budget items over $25,000.01 will be included in the competitive bid process.
The Stroud Neon Signs Project is funded by the Oklahoma Route 66 Revitalization Grant. Invoices are paid in full once the Stroud City Manager, Stroud Code Enforcement Officer, and the Stroud Grant Administrator/Project Manager have signed off on the work completed. Once the funds are requested from the Oklahoma Department of Commerce, the Stroud City Council must approve the final (full) invoice payment. Therefore, neon sign vendors who submit a competitive bid will need to be able to finance the manufacturing and installation before being paid the final approved invoice.

Capabilities Statement: Please include in your Capabilities Statement only relevant experience with Neon Signs. This project does not include Digital Signs, LED Signs, or Polyarmour Signs. Please include a sample of your work in the Capabilities Statement.
Step 3 - Complete the Competitive Bid Application.

Step 5 - Confirm Competitive Bid is accurate and complete.
Step 6 - Submit Competitive Bid prior to the deadline.
A Performance Bond is required with this project.
Important! If the required attachments are not included with your competitive bid, your competitive bid will be considered incomplete and will not be considered.
