The Town of Wellston has been awarded the Oklahoma Route 66 Revitalization Grant Program. It is important to the Town of Wellston, Wellston Board members, and the Project management Team that recognition is made that this project is made possible by the Oklahoma Department of Commerce, the Oklahoma Route 66 Revitalization Grant, and the Oklahoma Route 66 Revitalization Commissioners.

Authority:
The legislation establishing the Oklahoma Route 66 Commission; 74 O.S. §§ 5001 et seq.;
68 O.S. § 2357.105, 69 O.S., § 4041 (C).
Procurement of goods and services and the management and disposition of personal property acquired with contract funds shall be governed by the principles of the Oklahoma Central Purchasing Act, 74 O.S. 85.1, et seq., and ODOC policy. All project budget items over $25,000.01 will be included in the competitive bid process.

A Performance Bond is required with this project.
Important! If the required attachments are not included with your competitive bid, your competitive bid will be considered incomplete and will not be considered.
The Town of Wellston will be developing the Wellston Route 66 Splash Pad and Majestic Buffalo funded by the Oklahoma Route 66 Revitalization Grant. Therefore, all competitive bids should be thorough and accurate.
There is no additional funding for this project, therefore, change orders should not be a part of a competitive bid strategy.
The Wellston Project Management Team is not looking for the lowest bid, instead the team will make recommendations to the Wellston Board Members based on a variety of factors provided in the bid packet – experience, cost to completion, and accuracy.

It is important to note that the Wellston Route 66 Splash Pad and Majestic Buffalo has been and is expected to be a collaborative community effort to bring a community park to Oklahoma Route 66 in the Town of Wellston.

Total Construction Area - Approximately .77 acres. Splash Pad Area - Approximately .15 acreas.
Splashpad Activity includes Action Bay, Family Bay, and Toddler Bay.
Splashpad Specifics:
Action Bay—Area designed for children between the ages of 5 - 15.
Family Bay - Area designed for families to enjoy.
Toddler Bay - Area designed for toddlers between the ages of 2 - 5.
Theme - Route 66, the Route 66 Centennial Celebration, and Wellston history.
Ground Covering - Installation of concrete or rubberized materials. The Town of Wellston does not want any landscaping to maintain or to clog the splashpad. Ground covering should allow for easy transition between walking path, splash zone, and the rest of the park making it handicap accessible for all ages.

Note: The Project Management Team is looking for the most efficient use of public water. Please make sure your official project submission includes all of the necessary water treatment and water valves to ensure that the splashpad can recycle and repurpose water along with the necessary dump and pump water treatments or all of the necessary water flow through systems required for the splashpad (Revised 02/14/2025).
